Global fuel crisis is not about crude oil. It’s the refineries, stupid

United States Secretary of State Marco Rubio’s visit to Reliance’s Jamnagar refinery on 21 October was telling. Rubio called India a “refining superpower” and spoke of processing more Venezuelan crude there. Jamnagar’s two plants can refine about 1.4 million barrels a day, including heavy oil. This visit enunciated what the map of oil production and exports usually leaves out: refining capacity.
